HDB has started building flats in Clementi, Toa Payoh, and Bukit Merah that are not yet available for sale

Singapore: Housing Board Build to Order (BTO) that has not yet announced the sales of hundreds of flats but is currently building these in Clementi Toa Payoh Bukit Merah.

According to The Straits Times, 753 units are planned for the 1.6ha area near the intersection of Clementi Avenue 6 & Commonwealth Avenue West. In addition 741 units are being built on a 1.7ha parcel at the intersection of Braddell Rise & Toa Payoh Rise.

HDB was granted permission by the Building and Construction Authority to begin structural works on 1,462 flats located at the Bukit Merah site along Alexandra Road.

Of the 1,462 units that are available, 964 belong to the Alexandra Peaks project launched in December 2023, while the remaining 498 units will be constructed close to Alexandra Peaks in a development that has not been launched to be sold.

The brand new Clementi flats are currently being constructed on land that was vacated as part of an Selective En bloc Redevelopment Scheme (Sers) project, which was announced in 2005 as a part of efforts to rejuvenate the Clementi town centre. Sers is a plan which allows the government to revitalize older estates through the redevelopment of flats situated on land that has high-development potential.

HDB notices that are posted on the site indicate that work started on September 20. The 753 units including two-, three and four-room apartments, were to be completed in the first quarter of 2029. The flats are expected to be completed by the start of the first quarter of 2029.

An information panel on-site says that there will be four residential blocks – three 40-storey blocks as well as a 34-storey block – and a child care centre, an eating house as well as a minimart, a precinct pavilion and the seven-storey carpark, which has an roof garden.

Clementi Flats is likely to be called Plus Flats because it is not part of the central area. However, they’re just 300m from Clementi MRT Station and the town’s center.

In the meantime, work on the 741 units at Toa Payoh was started in the middle of 2024 and is expected to be completed in the second quarter of 2029.

HDB is likely substantial subsidies included in the purchase price, given similar four- and five room resale apartments with similar locational characteristics to the one in this development sold for at least $1,000,000.

In Bukit Merah, the yet-to-be-announced 498-unit BTO project will be constructed near the intersection of Prince Charles Crescent and Alexandra Road. It will be built on the 1.4ha area where the Alexandra Post Office once stood. The post office will close in June 2023.

The new flats are likely to fall into the Plus category since they are on the edge of the city. They’re only 400m away from Redhill MRT Station, which is just a few stops from the Central Business District.

Construction work on the neighbouring Alexandra Peaks project began in June and is scheduled to be completed by the second quarter of 2029 according to an HDB announcement in an adjacent apartment block.

Future residents will be able to use the amenities that are being built as part of Alexandra Peaks, such as an elementary school, an eating house, a minimart, shops and a resident’s network centre.

Prime Flats, which was the precursor to the present Prime flats was the model that was used to launch Alexandra Peaks.

None of the upcoming flats located in Clementi, Toa Payoh or Bukit Merah are part of the February 2025 BTO exercise, which suggests that they’ll be launched in 2025 or later at the earliest. The February exercise will comprise approximately 5,000 units in Kallang/Whampoa as well as Queenstown.

The board collaborated with other agencies from the government to provide project sites earlier.

The construction work begins many months or over an entire year before the project’s launch. This is the reason why apartments that have shorter waiting times could be available.

The Pine Ville @ AMK Project which was announced on April 20, will boost the number of new apartments in Ang Mo Kio. This project will replace 606 residents affected by Sers project on Ang Mo Kio Avenue 3 that was announced in 2022.

The construction of the 1,068-unit development continues and scheduled for completion in the third quarter of 2027. It will include two-room flexi, three-room and four-room flats spread across six blocks.

The development also comprises one-storey commercial space, as well as an eight-storey parking garage that houses dialysis services and a childcare centre.

Of the 606 families affected by the Sers exercise, 104 had successfully applied for new flats as part of BTO exercises between the months of May and August 2022. HDB stated previously. This will decrease the pool that will take up flats in Pine Ville @ AMK.

Sale of Balance Flats, or SBF is an annual event that allows the sale of remaining flats.

The next such exercise will take place in February 2025 and more than 5,500 balance flats will go up for sale in the biggest SBF exercise to date.
