Bayshore Plan
The Bayshore Housing Precinct which is expected to be completed by the mid-2030s, will require the clearing of 31ha in Bedok.
The Housing Board published an environmental impact assessment on Tuesday. It stated that the areas to clear are of “minor or moderate” conservation value due to the low species richness and small percentage of species with conservation significance.
The report stated that construction will have irreversible effects, especially because of the loss habitats for bird and plant species.
The environmental consultancy DHI Water and Environment conducted baseline surveys between April 25, 2020 and July 21, 2020. This study covered 31.4ha, or the size of 84 football pitches, of the 60ha site.
The development site is bound by Upper East Coast Road in the north, East Coast Parkway in the south, Bayshore Road, and Bedok Camp. The areas that were not studied are largely vegetated and have been cleared to make way for the ongoing MRT construction.
Urban Redevelopment Authority (URA) has shown plans for Bayshore in the past, including at the June long-term plan exhibition. Bayshore will be serviced by two future MRT Stations on Thomson-East Coast Line: Bayshore and Bedok South. The precinct will provide 10,000 new housing units, a mixture of both public and private housing.
According to the report, site clearing works would be completed in three phases. The first phase is scheduled to begin in 2023, and the site clearance will be completed in 2029. The report states that construction of housing will start after the site preparation works. Each project is expected to last four to six year.
The first two HDB Build-to Order (BTO), Bayshore Estate flats will likely be launched in 2024 and fall into the Plus category of new flats.
Bayshore, with its attractive location and comprehensive amenities, is likely to be a candidate for Plus projects.
Bayshore is a private-housing area, and so demand for Plus flats will be high. The upcoming units will be 1,400 Flexi flats of different sizes, including two-room, three-room, and four-room units. Owners will be able to enjoy seafront views if they choose units that face East Coast Park or city views if they choose those facing Bedok.
On Monday, Minister Lee revealed the master plan for the HDB estate at a HDB award ceremony.
The minister said that the 60-hectare estate will be part of Bedok’s next phase of development and represents a significant milestone in the rejuvenation of the area.
The estate is bordered by Upper East Coast Road Bayshore Road and East Coast Parkway. The estate will be built on reclaimed land, in an area that has been designated for housing development since the Master Plan of 1998.
